Sups to consider new tech bid, renewable energy district options

Source: The Sun, Yuma, Ariz.迷你倉Oct. 06--A $644,000 dollar proposal to replace aging technology and proposals for a renewable energy district and a private softball field will be among the topics discussed at the Yuma County Board of Supervisors meeting Monday.The meeting will take place at 9 a.m. in the Board of Supervisors Auditorium, 198 S. Main St.Development Services staff will present the board with options for the Renewable Energy Incentive District (REID) project. The goal of the project is to identify areas in the county where solar development can be encouraged to minimize impact on the community.The board selected three potential areas for the district: County 19th Street and the Area Service Highway (State Route 195), which links Interstate 8 to San Luis, Ariz., and is locally known as the Robert A. Vaughan Expressway; south of I-8 east of the Gila Mountains to Mohawk Mountains; and south of I-8 Mohawk Mountains to Avenue 76E.As part of an outreach effort, the county mailed 2,407 letters to property owners in the three REID areas to determine interest in the project.The notice also invited property owners to attend public meetings at San Luis and Wellton to provide comments.Staff will present the board the three options for consideration:1. Continue with the REID project with the maps and regulations "as is."2. Continue with the REID project with amendments to the maps and text to address stakeholder comments.3. Discontinue the REID project and review utility scale renewable energy projects on a case-by-case basis through special use permit requests.Planning Director Paul Melcher has been providing the Planning Commission with regular progress reports on the project. The commission has asked Melcher to update the supervisors prior to taking any more action.The supervisors will also consider an Information Technology Services request to award a $643,934 contract to replace and expand the county's storage area network, which will no longer be supported after this year.A SAN is a network of storage devices (many hard disks) used to access email, documents, spreadsheets, applications, etc. This project would replace and expand the current SAN and backup-to-d文件倉sk capability.In addition to not having enough disk storage space to accommodate the county's current and future growth, the existing SAN is eight years old and has a manufacturer imposed end-of-support-life deadline of Dec. 31.After reviewing the quotes provided by Logicalis and Sanity Solutions, the ITS project committee recommends the contract be awarded to Sanity Solutions, "the most responsive and responsible bidder," according to a staff report.On the planning and zoning agenda, the supervisors will hold a public hearing on a special use permit request for a softball field for Fortuna de Oro RV Park residents and guests.The field would go on a 14.16-acre parcel zoned Low Density Residential-8,000 square feet minimum (R-1-8). It would be located on the north side of Masterson Avenue (County 10½ Street), about one-third of a mile east of Foothills Boulevard. The field would not be open to the public.The applicant would like to build a golf cart access road at an angle across Masterson Avenue, but this would not be in accordance to the Public Works Standard for Driveways and Curb Cuts. The applicant said the standard would cause more expense because the location would interfere with existing golf course layout and infrastructure.The Planning Commission recommends approvalAs part of the consent agenda, the supervisors will consider submission of a Rural Economic Development Grant application to the Arizona Commerce Authority for the proposed Magrino Industrial Park. The 240-acre park would be developed adjacent to the San Luis Port of Entry.The Greater Yuma Port Authority is requesting county's assistance in applying for the grant to pave the interior roadway of the park.The maximum grant amount is $500,000 with a minimum 10 percent match, which would be provided b GYPA.In other action, the county administrator will ask for approval of a list of properties to be sold at the Tax Deeded Property Auction on March 3, 2014.The list is a compilation of newly deeded parcels and parcels not sold at the March 6, 2006, auction.Copyright: ___ (c)2013 The Sun (Yuma, Ariz.)
